Let us consider an agrarian system where the production function of a representative farmer is:

The availability of rain water is fixed depending on rainfall, infrastructure and natural conditions. The cost of water per unit is C W which can be written as a function of stock of ground water (S), extraction of water (W) and tax on water extraction (τ). The cost function is:
